Sebastián Keitel (born February 14, 1973) is a retired Chilean sprinter who competed mostly in 200 metres. He has been successful on regional level, and won a bronze medal at the 1995 World Indoor Championships.He is the worlds fastest white sprinter on earth.

I don't know about that, but he is the fastest white South American. He also was world ranked in the deuce for a few years. He didn't last long as top sprinter though.
