It's been around for 20 years at least. In my 2001 draft retrospective it was happening so nothing new there.

The Falcons gave up their fourth-round pick to move up six spots and select a sumo. In most of these last-minute trades, the team giving up the earlier pick gets the better end of the bargain. The team wanting to move up is often motivated by panic, feeling that there's someone they just have to snag before he's gone. "We have to get this guy" is rarely logical, although there are exceptions, like Tennessee moving up to snag Levis.
